In a saucepan, whisk the cornstarch with the water while cold. Place over heat and keep stirring until the mixture thickens. Remove from heat and let it cool completely.

Once cooled, transfer the mixture to a blender. Add salt, vinegar, lemon juice, minced garlic, mayonnaise, and the milk.

Blend, then slowly drizzle in the oil through the lid while blending until the sauce thickens. Pour into a bowl and refrigerate for an hour.
