Steps

Boil moong dal and grind it in a mixer.

Dry roast oats in a hot pan then grind.Put them in a mixing bowl.

Mix oats and dal together.Add grated carrot,garam masala powder,red chilli powder,salt,chopped coriander,chopped onion and lemon juice.

Add milk to bind the mixture.

Make small tikkis. Dip in milk and dry roast.Shallow fry them in a pan with oil until they turn brown. Garnish.

Serve them with mint chutney.
