Place the semolina in a bowl. Slice the onions and add them to the semolina along with all the other semolina mixture ingredients. Boil water, then gradually add it while stirring until you reach the desired consistency.

Grind the onions and semolina mixture in a meat grinder until smooth and ready to use.

Shape the kibbeh into discs. Add the filling, cover with another disc, and seal the edges well. Boil until cooked through.
