Steps

In a mixing bowl take maida, and sugar,fennel seeds, cardamom pwr and milk mix well. there are no lumps in the batter.
add water as required and mix well. - 2
And mix to make a smooth paste.

Cover and rest the batter for 30 minutes

Heat ghee in a shallow pan.

Mix the batter and pour a small ladle full in the hot ghee.

Simmer the heat to low and fry the malpua on both the sides till golden brown.

Add sugar, cardamom, saffron and water in a pan.
Cook till the syrup is of one string consistency. - 8
Remove from ghee and dip in the sugar syrup for 2 minutes.

Finally, serve malpuas hot with garnished with few nuts
