Steps

Boil the potatoes, peel them and grate it.
Take the mashed potato in a plate, add grated cheese + pepper powder + salt and mix well.

Now add the corn flour and knead it into a dough.
Keep the dough in the fridge for min 1 hr.

Remove it and knead it again.
Divide the dough into equal portions. [ little bigger than lemon ]

Roll each portion into a smooth ball.
Flatten the ball and roll the edges of the circle on the kitchen platform to get a smooth edge.

Take a big straw and make 2 eyes.
Use a spoon to make the smile.[ while poking the straw and spoon do it in such a way that we have the impression on both the sides. It should be see through ]

Heat oil in a pan, once the oil is hot drop the smileys in small batches.
Turn and fry till crisp and light golden colour on both sides. [on medium flame]
Serve hot with sauce or any dips

NOTES
For Indian flavour you can add chilli powder,chilli flakes, chopped chilli, coriander leaves, chaat masala etc.You can also add oregano or mixed herbs.
