First sieve all the dry ingredients. On another bowl,mix condensed milk and oil.

Then add the dry ingredients gradually with milk. Make a smooth batter.

In a pan add one cup batter for each cake layer. Cook till the bubble appear. Then flip the cake and cook other side for 5 mins.

For icing,take 1 cup cold whipping cream, Beat it,add 2 tbsp sugar,and cocoa powder. And beat it until stiff peaks form.

Then start icing the cake,one layer cake,add sugar syrup, then whipped cream.Repeat the process
