Rinse the rice well. Add water and salt, just as you would when cooking plain rice, but do not add oil. Add 1/2 teaspoon turmeric. Once the rice is cooked, let it cool, then knead it until it forms a dough-like consistency.

Cook the meat in a pan over medium heat until browned and any excess liquid evaporates. Add the chopped onion, celery, mixed spices, and salt. Stir and cook until the vegetables are soft and the mixture is well combined. Let it cool.

Take portions of the rice dough and shape them into balls. Flatten each ball, fill the center with the meat mixture, then seal tightly to enclose the filling.
