Heat 2 tbsp oil in a kadhai. Add half of the chopped garlic. Fry till it starts changing colour. Then add 3 cups of water and 1/2tsp salt. Bring to boil.

Add rice flour to it, stir continuously,no lumps should b there. Mix well till the rice absorbd the water completely and get a a dough texture. Cool completely. Make small balls.

Steam these rice balls for 20 mins. Do not touch the balls when they are hot. Let them cool completely. Rice balls are ready.

In another pan heat 1tbsp oil, add chopped garlic. Saute, then add chopped onion. Fry till light golden then add capsicum. Fry. Then add the baked beans in tomato sauce and 50 ml water. Mix well. Bring to boil.. cook till the sauce thickens a little.

Assembling: place the balls in a bowl top with the baked beans. Garnish with grated mozarella and garlic chives. Serve hot
