Mix all the dough ingredients together until you get a smooth dough. Grease it with oil and let it rise for 1 hour or more. After rising, divide the dough into balls and let them rest.

Sauté the ground beef in a pan. Once the color changes, add the spices and mix well. Add the remaining ingredients, stir, and cook until most of the liquid evaporates.

Shape the dough as desired (I made circles and folded the edges). Arrange them on a greased baking sheet or one lined with parchment paper. Spread the filling on top. Bake in a preheated oven at 400°F (200°C), top and bottom heat, until cooked through. After removing from the oven, cover to keep them soft.
