Cut the beef into 1/2-inch (1.5 cm) cubes. Marinate with 1 teaspoon vegetable oil, 1 teaspoon oyster sauce, 1 tablespoon soy sauce, 1 teaspoon minced garlic, 1 teaspoon cornstarch, and a pinch of ground black pepper to keep the beef from releasing water when stir-fried. Let it marinate for at least 30 minutes.

Cut the bell peppers and onion into 1-inch (2.5 cm) pieces.

Sauté the garlic until fragrant, then sear the beef over high heat. When the beef is just cooked and still tender, transfer it to a plate. In the same pan over high heat, stir-fry the bell peppers and onion with a little oyster sauce until just crisp-tender. Serve topped with ground black pepper, and enjoy with soy sauce, chili sauce, French fries, ketchup, and baguette.
