In a bit of oil, sauté the onion until translucent, add the garlic and cook until slightly golden, then add the shredded beef and fry until it browns a little. Add the flour and cook for a couple of minutes, then add the tomatoes and the pepper.

Mix everything and add the water, salt, and your choice of potatoes or peas, or leave it plain. Boil for 15 minutes and it's ready.
