For preparing the dough heat a deep pan add water, salt, oil or ghee, sugar, cardamom powder and boil till the sugar dissolves

Now slowly add suji, stirring constantly so that lumps are not formed, keep stirring till the mixture becomes a thick

Take it from the flame and keep it aside till the mix is cool

In-between heat a pan add grated coconut and sugar in low flame till light brown

Finally take it from the flame and add cardamom powder and black pepper powder and keep aside

Take oil in your palm and knead well the suji to form a dough

Now make equal sized balls from the dough, flatten it on your palm, make a depression and stuff few coconut filling in it

Now close it from all sides making a ball, prepare all the dough like this and stem cook for 15 minutes

Now serve hot or cool
