For cover: mix all ingredients and make a dough by adding sufficient water. Keep covered for half an hour.

For stuffing : First make chilli ginger paste. In a deep bottom kadai put oil. Add mustard seeds when oil is hot. Add chilli ginger paste to oil. Saute for a minute and put turmeric powder and hing.

Now add grated cauliflower. Cover it till half done. Now add salt and sugar. Again cover for few minutes till it's done. Switch off the gas..squeeze a lemon when it's cool.

Add grated coconut and coriander. Keep aside.

Now take a small ball size dough. Roll it and fill the stuffing on one side cover the other side above it.

Make gujiya/karanji. Deep fry it. And serve hot with green chutney or tomato sauce. You can also make parathas with this stuffing.
