Steps

In a bowl take all ingredients(except 2 tbsp oil for shallow fry) and mix well.

Knead dough (if need add 2 tbs water) keep aside for 5 minutes, then divide into 2 parts and make cylinder shape.

Now steam into steamer for 10-12 minutes and let it cool. Cut into round pieces and shallow fry from both sides in oil till golden brown.
