Heat clarified butter in a pan. Add cloves and fry them. Now add broken vermicelli (sevaiyaan)

Stir continuously and roast on low-medium flame, until it turns golden brown.

Pour 1 litre of milk in a pan stir occasionally and cook it on low flame. Let milk come to a boil now add sugar and mix well. Add saffron strands and mix well.

Add Cardamom powder, chopped mixed dryfruit. Now the mixture will be thick and creamier and it will take around 25 minutes.

Serve the Kheer warm or chilled in a serving bowl, garnish with dried rose petals, chopped dryfruit(almonds, cashewnuts, pistachios and raisins) etc
