Heat oil and butter in a pan. Add garlic and onion. Saute for few minutes. Then add oregano and chilly flakes. Mix well. Add salt. Add black pepper powder. Mix again. Add the cooked rice, carrot. Mix again.

Remove in a plate or big bowl. Cool it to room temperature. Now add breadcrumbs for binding. Make small balls each filled with cheese cube.

Make a slurry, dip the balls into the slurry and then onto the breadcrumbs. Roll the ball well and deep fry the balls in batches till golden brown and crispy.

Serve with tomato ketchup.
