In a stockpot or instant pot, brown meat, add onion and garlic and cook 3-5 minutes

Add remaining ingredients, bring to boil, reduce to simmer for 2 1/2 hours. If using Instanp Pot, soup/stew setting for 35 minutes, natural release.

If needed, thicken with flour or cornstarch, saute an additional 5 minutes.
