Cook the beef with onions, salt, ginger, garlic, seasonings and spices. When cooked grind the meat with food processor, then add more fresh chopped onion. In a pan add the blended peppers allow the water to dry up then add oil, onions and seasonings, stir fry and set aside. Combine the sauce and the meat and keep aside.

In a bowl add flour, salt, oil and water mix well to form a dough, allow to rest for 5 minutes and divide into 8 equal parts.
