Shock oats with water for 30 mins keep aside

Take shocked oats add chopped onion, tomato, capsicum, carrot, coriander leaves, chaat masala, green chilli, turmeric, salt and rice flour and mix well.

Heat a pan with oil and pour in the chilla mixture.

After the chilla is cooked on one side, flip it to the other side and cook evenly on both sides.

Serve the hot chilla with sauce or chatny.
