In a mixing bowl, mix milk at room temperature,heavy cream, sugar and corn flour. Make sure there are no lumps.

Now heat the mixture on medium flame until it thickens.Add 1 tsp rose water to the thickened mixture.

Fill shot glasses with the thickened mixture and refrigerate for 30 minutes or until set.

To make the rose syrup jelly, add water at room temperature, corn flour and sugar syrup in a pan.Mix well so that there are no lumps.

Heat the mixture on low flame and keep stirring until it thickens.

Pour the prepared rose syrup jelly on the refrigerated set pudding.

Garnish with chopped pistachios and serve.
