In a bowl, mix the ground beef, garlic powder, chicken bouillon, and masa harina.
Form 16 small balls.

In a pot, boil the water, quartered tomatoes, garlic cloves, and bell pepper over high heat for 10 minutes.
Blend the cooked ingredients with the water until smooth.

Pour the blended mixture into a pot over medium heat. Add the tomato and beef paste, seasoning, chicken bouillon, oregano, and onion (sliced). Bring to a boil.

Add the meatballs and cook for about 15 minutes.
Turn off the heat and enjoy.
