Combine 1 cup fine rice (rice flour), 1 1/2 cups sugar, 3 tablespoons caraway seeds, and 3 tablespoons cinnamon in a large pot. Mix well.

Add 10 cups water and continue stirring over medium heat until it comes to a boil. Add the anise to enhance the flavor.

Reduce the heat and keep stirring for 20 to 30 minutes, until the mixture thickens.

Pour the meghli into cups. Top with shredded coconut and soaked nuts (such as cashews, almonds, pine nuts, pistachios, etc.).

Refrigerate until chilled, then serve.
