Steps

Crush garlic in a mortar. Add salt and chilli powders. Mix well.

Heat oil in a thick pan. Add the paste and fry till the raw smell of garlic is gone. The chutney is ready. DO NOT make it crunchy as seen in the main pic. It was a mistake. It should be as pulpy as seen in the pic below.

Take it out in a jar and refrigerate.
