In a bowl add milk powder and add melted ghee and milk to it. Rub it in and press. Let it stand for 10 minutes. Crumble the milk powder until its sandy texture.

In a pan add water and sugar. Bring it to boil and boil until 1 thread consistency.
Add in the rose syrup and milk powder. Mix well and cook on low to medium heat while stirring continuously. Stir until it leaves the sides and forms a dough. (at this stage you can add 1 teaspoon of ghee to give it a glaze) - 4

Transfer in a bowl and let it cool. Once it is cold knead and make small balls. Make peda using a mould or by making small balls. Let it cool completely and enjoy.
