Wash the chicken wings and cut them into sections. Discard the wing tips. Use only the drumette and the middle section of the wing. Coat the chicken wings with cornstarch evenly.

Fry the chicken wings over medium heat until they are golden brown. Remove and let cool. Then fry them again until the skin is crispy. Drain the oil thoroughly. Make sure the wings are well-drained so they absorb the sauce better and stay crispy longer.

Add butter to a pan, then add the garlic and sauté until fragrant. Finally, add the mixture of fish sauce, sugar, water, chili sauce, and minced chili pepper. Cook until the sauce thickens, then quickly toss the chicken wings in the sauce, ensuring they are well-coated. Add a little green onion and the remaining sautéed garlic. Serve the hot, crispy fried chicken wings on a plate, sprinkle with roasted peanuts, and enjoy while hot!
