Slice the filo dough while it's rolled up to make thin strips. Place the filo in a large skillet with the ghee or butter, add the powdered sugar, and stir over heat until golden brown. Remove from heat, drizzle with honey, and mix well.

Dissolve the cornstarch in the water. Add the milk and sugar, then cook and stir until the mixture thickens to a creamy consistency. Add the vanilla and remove from heat.

Spoon about 2 tablespoons of the filo mixture into the bottom of serving cups for the first layer. Add a layer of cream, then another layer of filo, and finish with a spoonful of cream.
