Preheat oven to 375 degrees. Place a piece of parchment paper on a sheet tray. Place fish on parchment, season both sides with salt, pepper, drizzle of olive oil. Place scallions on top. Fold parchment from both sides, crimping down the edges and folding them into each other and tucking the sides underneath. Bake for 12-15 minutes.

Cook rice in rice cooker or stove according to package instructions

Mix all other ingredients in a bowl to make gremolata

Top fish with gremolata. Serve with cooked rice.
