Persian Carrot Rice with Meatballs

Mix minced meat, minced onion, salt, pepper, and flour. Shape into small meatballs and fry in a little oil.

Fry sliced onions and carrots.

Add sugar and saffron to carrots while frying.

Fry raisins briefly until plump.

Boil rice in plenty of water, drain when almost cooked.

Add oil and saffron to the pot bottom, arrange potato slices.

Layer half the rice over potatoes, then half the fried ingredients.

Mix remaining rice with saffron, layer on top, add remaining carrots, raisins, onions, and meatballs.
