First, combine the chopped onion with the ground beef, green bell pepper, garlic, cilantro, and dill.

After washing and draining the herbs, mix everything together and process in a food processor until smooth.

Add salt, black pepper, spices, and breadcrumbs. Mix well, then shape into balls and brown them in a skillet with 1 tablespoon corn oil.

Next, add the kofta balls and a little water to the skillet. Cook until fully done.

In a separate pan, sauté the onion and garlic until golden, then add the tomato puree. Let it simmer and thicken slightly.

Add salt, reduce the heat, and stir gently. Pour in enough boiling water to cover the mixture.

Let it cook until fully done, then transfer to serving dishes.

Soak 2 cups of rice in water for 30 minutes. Heat oil in a pot, then add the drained rice.

Serve hot with the rice.
