Rinse 3 tablespoons of white rice and soak in hot water. Then crush the rice using a mortar and pestle until broken up.

Mix the crushed rice with the ground beef, mixed spice, black pepper, olive oil, and salt until well combined.

Shape the meat mixture into small balls. Place them on a baking sheet and bake in the oven until browned and firm.

After browning, partially boil the kofta balls with the vegetable cubes.

In a pot, heat the water and 4 tablespoons olive oil with 1 teaspoon salt. When the water boils, add the potato, onion, green bell pepper cubes, and the browned kofta balls. Parboil them together.

To prepare the red sauce,

Blend the canned tomatoes with the tomato paste, then pour into the pot. Continue cooking the kofta until fully cooked and the sauce thickens well.

Now the kofta is ready.
