Steps

Cook the onions on medium heat till they are golden brown.

Add the meat and cook till its almost ready while Pan/pot is covered.

Add salt and stir and add a little water to prevent meat from sticking.

Allow to cook then add the chopped tomatoes and carrots and add a little water to ensure they are cooked and form a thick sauce.

Add the rice and stir to ensure its all mixed up, then add the boiled water, cover and bring to boil.

Reduce the heat and allow to simmer till its well cooked but not marshy.

Serve when hot.
