Slice the potatoes into rounds and arrange them as the first layer in a baking dish (such as a Pyrex).

Slice the onions into rings and layer them over the potatoes.

Slice the bell peppers into rings and spread them over the onions.

Prepare the ground beef by mixing it well with the listed spices and 2 tablespoons of vegetable oil. Knead until well combined.

Shape the seasoned beef into small patties and arrange them over the vegetables.

Slice the tomatoes and place them as the final layer. Note: You can adjust the amount of vegetables based on your preference and the number of servings.

Dissolve 1 tablespoon of tomato paste in 1/2 cup water, then add a pinch each of ground ginger, black pepper, white pepper, paprika, and salt.

Pour this mixture over the vegetables and beef. Drizzle with vegetable oil as needed, about 1/4 cup.

Cover the dish with aluminum foil and poke a few holes in the foil with a knife. Bake in the center of a preheated oven at 350–400°F (180–200°C) until fully cooked. Remove the foil and bake for another 10 minutes, then turn off the oven.

Remove from the oven and serve with rice with vermicelli, pita bread, salads, or pickles.
