preheat oven 350

in medium bowl stir together flour, bkg pwdr, bkg soda, cinnamon, nutmeg, ginger,allspice, and salt.

mix with mixer on medium, butter and sugars until creamy. reduce speed to low, add pumpkin, oj, eggs, and zest. beat until blended. add flour mixture, beat on low until well blended. do not overmix. add raisins and mix just to combine. load into muffin pan.

cool on racks 15 minutes. turn onto racks.

serve warm
