Place all ingredients in a non-reactive pan.

Boil on high, then reduce heat to medium.

Simmer mixture for 30 minutes, then strain. Or for a more rustic look, don't strain and place in a jar with vegatable of your choice.

This would also work well as a brining liquid; simply replace the vinegar with 3 more cup of water, but don't cook. Add meat, veg or fish, works like a marinade.
