Grind the chanadal without adding water to it. Soak kesar in milk and add it to the dal and make small size tikki of these dal and shallow fry them in ghee till golden brown from both the sides on low flame.

When they r cool grind them Corsley. Don't make a fine powder. Now make a one thread sugar syrup and add the grind chanadal to it in mix it till it leaves the sides of pan.

If you fell it is a bit dry can add 1-2 tbsp ghee to it. Off the gas and when it is semi cool make ladoo. Garnish it with chopped pistachios.
If you like you can add some chopped dry fruits in ladoo also
