Sauté onions and garlic in oil in large pot over moderate heat. Site occasionally, 10 minutes until golden

Add cumin, bay leaves, and beef. Sauté, breaking up meat, 10 minutes or until beef is no longer pink. Do not drain fat.

Add all of the chili powder, tomatoes, beans, salt, vinegar, and crushed chili peppers. Simmer, uncovered, over low heat, stirring occasionally for about 2hours.
