Steps

Place a few tablespoons of frying oil in a skillet. Add almost (but not quite) the same amount AP Flour. You still want a loose roux.

Whisk together and cook on med low, whisking constantly for a few minutes.

Once the roux starts to bubble and has cooked for a little bit turn heat to high and keep whisking

Add milk for desired amount of gravy. Start with less than you need, you can add more milk but you can't add any more flour at this point.

Cook on medium high, whisking and adding more milk if needed until gravy is to thickness desired. Add your final dose of salt and pepper.
