Soak the bulgur wheat in boiling water for 2 hours.

Add the flour, oil, salt, white pepper, and onion, then knead the mixture.

You’ll notice the bulgur becomes soft and easy to work with.

Shape the kibbeh and fill with the meat mixture. You can prepare this for baked kibbeh, kibbeh in a tray, with yogurt sauce, or even for arnabiyeh (a traditional Lebanese dish).
