Steps

Add rice, water and cinnamon sticks to medium non-stick pot on high flame.

Once boiling turn down to medium heat and stir until dry

Add the 4 cups of milk and stir in the can of sweetened condensed milk.

Keep a close eye to make sure milk doesn't curdle. Boil stir until it's the consistency you like. If you like it liquidy add more milk or water

For a less sweetwer version add an extra cup or 2 of milk or go with an 8oz can of the sweetened condensed milk. If you like your arroz con leche thicker then just boil and and stir until preferred consistency.
