Take a bowl mix wheat flour, gram flour and all ingredients of muthiya, make a soft dough, rest it for 10 minutes. Then make rolls.

In a steamer, steam the roll for 25 minutes and when cools down cut it in pieces.

In a pan, take some oil, add all tempering ingredients, add the muthiya pieces and mix it well.
