Heat a skillet over low heat, add 1 tablespoon of oil, then sauté the onions, bell pepper, and ground beef together until softened. Add your spices.

Add the ground beef and cook, stirring, for 7 minutes. Then add the dill and parsley, mix well, and let cook for another 10 minutes.

Grease a baking dish with butter, then layer sheets of phyllo dough, repeating three times. On the fourth layer, add the beef mixture.

Add more layers of phyllo dough. In a bowl, whisk together the broth and 2 eggs, then pour over the top of the dish.

Bake in a preheated oven until the edges are golden brown.

Move the baking dish to the top rack to brown the top, then serve.
