Grind 1cup water and rose petals and then sieve it.

In a pan add this rose water, 1 cup water, 1 cup milk and 1 cup sugar and cook until sugar dissolves completely.

Take a wok and heat pure ghee and add semolina and roast it till golden in colour, then add gram flour and roast for 5 minutes.

Now add the sugar syrup in it slowly slowly and stir continusly.

Once thickned, serve hot.
