Wash and finely chop the vegetables. Add the rice, oil, and spices, and mix well.

In a pot over heat, bring water to a boil. Once boiling, add the grape leaves for about a minute or less to blanch them slightly.

Place the filling on the grape leaves and roll them up.

In the bottom of the pot, add oil, peeled and sliced potatoes, tomatoes, and onions. Arrange the rolled grape leaves in the pot, pressing them down. Once all are in, place a plate on top of the grape leaves, then add water to cover them along with the rice broth. Add salt, lemon juice, and spices to taste.
