In a pot, combine the fine rice flour and water. Let the mixture sit until the rice flour dissolves completely, about 2 hours.

Once the rice flour has dissolved, place the pot over high heat and stir continuously with a wooden spoon.

Add the sugar and spices while stirring constantly until the mixture thickens. Remove from heat.

Pour the meghli into small serving cups and let cool completely, then refrigerate.

When ready to serve, top each cup with a layer of shredded coconut, pine nuts, almonds, and walnuts.
