Fry your meat with onion garlic and tomatoes..make sure not to put alot of sauce on it. Then let it cool.

Put flour an salt in basin..mix with water and make a soft dough and let it be sticky abit then add oil..knead till it leaves the side of the bowl

Let the dough rest for 30min. Portion it like for samosa

Spread out the dough in thin sheets and put in your meat. Fold it up then pan fry it
