I once ate this at a Restaurant.. Loved it so much that I requested the Chef to give me the recipe.
He was kind enough to stop, amidst his busy Cook Hour n write it down for me..

Heat your Pan over high heat, and add the oil. Sear the beef until just browned, remove from the heat, and set aside. A wok or non stick pan would be best suited for the searing.

Into the Pan you've been using, add Onions and stir-fry until browned and slightly caramelized.

Next, Add the garlic and red pepper to the Pan and stir-fry for about 30 seconds.

Toss the beef back in, along with the dark soy sauce, oyster sauce/fish sauce, and sugar. Stir-fry for another about a minute.

Fold in the basil leaves until they're just wilted.

Serve hot.
