Soak the bulgur in water for about 30 minutes until it absorbs the water. Finely grind the beef fat and suet, then add salt and ground red pepper.

Run the bulgur through a meat grinder once by itself. On the second pass, add the onion and fatty beef. Knead the mixture very well, then add more salt and ground red pepper, and knead again until well combined.

Take a small amount of the dough and flatten it on a piece of plastic wrap or a milk can lid to form a disk. Remove it and repeat to make another disk.

Place a little of the filling in the center of the first disk, cover with the second disk, seal the edges well, and smooth with a little water to prevent it from opening while grilling.

Repeat with the remaining mixture. Light the charcoal and grill the kibbeh, or use an electric grill if preferred.
