Add the sugar to the coconut milk (or unsweetened whole milk) and stir until the sugar is completely dissolved.

Mix the rice flour, all-purpose flour, and baking powder together, then sift to make the mixture smooth. Gradually pour in the liquid from step 2, using a hand whisk or electric mixer with dough hooks to mix until the batter is smooth and elastic.

Lightly grease the molds with a small amount of vegetable oil, using a brush to coat them evenly.

Fill the molds to the rim with batter.

Add water to the steamer pot, making sure the water reaches the steaming rack. Bring the water to a strong boil over high heat. Once boiling, place the molds in the steamer and cover tightly (do not open the lid while steaming).

Steam for 20 minutes until the cakes rise and are cooked through (do not over-steam or the cakes will become dense). Steaming time may vary depending on the size of your molds.
