In a saucepan, combine the water, butter, salt, and pepper. Bring to a boil. Remove from heat and add the flour, mixing well. Return to low heat and cook, stirring, until the mixture thickens.

Let cool slightly, then add the eggs one at a time, mixing well after each addition. Stir in the shredded cheese.

Using a piping bag or two spoons, form small balls of dough (about the size of a large marble) and place them on a baking sheet. Bake in a preheated oven at 350°F (180°C) for 20-25 minutes.
