Rub steak with salt and pepper

(Optional) Let steak sit for half an hour

Cook at 250 °F for 35 minutes

Oil a pan, keep on high heat until smoking

Sear steak for 30 seconds on one side

Flip steak, and lower to medium-low heat

Add butter, rosemary, and garlic to pan

When butter melts, put garlic and rosemary on top of steak; pour hot butter/oil over it with a spoon

Leave steak in until cooked to taste; let rest 10 minutes
